Symbolism in “A Rose for Emily” by William Faulkner

Abel Girma Mr. Lucky English Language and Literature IB Y1 04 September 2012 Word Count: 1087 The Consciousness of Symbolism in â€Å"A Rose For Emily† â€Å"Then we noticed that in the second pillow was the indentation of a head. One of us lifted something from it, and leaning forward, that faint and invisible dust dry and acrid in the nostrils, we saw a long strand of iron-gray hair† read the last lines of â€Å"A Rose for Emily†, a short story written by the American author and Nobel Prize laureate William Faulkner, published in 1931.These last words put a shocking and rather disturbing end to this piece depicting the strange life of Emily Grierson, and her obdurate refusal to adapt to changes in her life, living in her own non-transforming world. Various symbols are used throughout the text although Faulkner did not use any kind of conscious symbolism. The validity of this claim lies in his Nobel Prize in Literature acceptance speech, his biography and his in terview on the meaning of â€Å"A rose for Emily†. Emily Grierson is portrayed as â€Å"A fallen monument† from the very beginning of the story as the narrator starts to describe the ceremonial procedures following her death.Soon after, her home, a â€Å"house that had once been white, decorated with cupolas and spires and scrolled balconies in the heavily lightsome style of the seventies. † (Section I of â€Å"A Rose for Emily) Is adjacently undermined as â€Å"an eyesore among eyesores † (Section I of â€Å"A Rose for Emily), invaded by the deteriorating and industrialized neighborhood that used to be an illustriously reputed neighborhood in the 1970s. This is a fine example of symbolism used in the text as it gives an inkling of the stubbornness in which Emily, a southern woman has lived her life cleaved to the past and immersed in old southern traditions.Similarly, the â€Å"Rose† in â€Å"A Rose for Emily† is a thought-provoking symbo l due to the fact that it is never mentioned throughout the totality of the story. The interpretations of the â€Å"Rose† are unbounded and debatable. It can be understood as being a rose of sympathy Faulkner would like to dedicate to Emily for she had lived an undeniably grim life of solitude and misery. It can equally be interpreted as a rose representing the love Emily desperately needed in her life but never truly found, seeing as a rose generally symbolizes love in most cultures.Likewise, another shock kindling and incontestably pivotal symbol in the story is confined within the last sentence, â€Å"the long strand of iron-gray hair†. These last words reveal the gruesome moral depravity in which Emily lived a great part of her life, sleeping beside the decaying corpse of Homer, the first potential true-love in Emily's life that decided to leave her soon after they started spending a lot of time together. The strand of hair symbolizes the often heretical path which people cross in the quest for love.There is not a clear enough correlation between most of the symbols and what they symbolize for them to have been an application of conscious symbolism. Furthermore Faulkner himself has ascertained that he doesn't rely on consciously using symbolism to channel his philosophies as an author. Effectively, William Faulkner blatantly denies using any conscious symbolism. He explains: â€Å"I was simply trying to write about people [†¦] it was no intention of the writer to say, Now let's see, I'm going to write a piece in which I will use a symbolism [†¦]† (extract from the interview â€Å"A Meaning of â€Å"A Rose for Emily†).This quotation further validates the argument that the symbolism used by Faulkner was unintentional. Ray Bradbury, one of the most renowned American writers of the 20th century explains his take on this topic in a response to a letter from a 16 year old student in 1963. The student wanted to know more abo ut the use of symbolism in literary works so Bradbury stated that â€Å"I never consciously place symbolism in my writing. That would be a self-conscious exercise and self-consciousness is defeating to any creative act. [†¦ ] The best symbolism is always unsuspected and natural. Faulkner also describes his main interest as a writer as being about â€Å"the human heart in conflict with itself† (Nobel Prize acceptance speech). Thus, his sole purpose as a writer goes against the act of using conscious symbolism. Accordingly, in â€Å"A Rose for Emily†, he tells the outlandish, yet compelling story of Miss Emily Grierson's internal conflict in the pursuit of happiness and love that leads her to unorthodox – even satanic – acts. Faulkner's â€Å"A Rose for Emily† offers symbols with limitless interpretations and therefore proves to a considerable extent that the use of those symbols weren't conscious.Moreover, It would be contumelious not to agree with the author when he denies the use of conscious symbolism. Symbolism in â€Å"A Rose for Emily† is consistently present and plays a major role in the possible readers' interpretations of the story's message. However, the use of symbols in a literary work is inevitable and isn't always a product of a conscious act. This means that the fact that there is symbolism in the text isn't a contradiction to the author's initial goal which is writing a mere ghost story inspired by â€Å"a picture of a strand of hair on the pillow in the abandoned house. (Interview on The Meaning of â€Å"A Rose for Emily†). Consequently, the unconscious symbolisms within the story give it sophistication and depth due to its readers' interpretations, not due to the immoral act of imposing symbolism upon them. The American author Isaac Asimov encompasses the answer to the controversy of the use of symbolism in his response to the same letter about from the 16 year old student: â€Å"Conscio usly? Heavens, no! Unconsciously? How can one avoid it? † Faulkner did not use conscious symbolism in â€Å"A Rose for Emily†.Numerous applications of symbolism are present in this short ghost-story and they do hold a non-negligible position in the overall meaning of the piece based on each readers' understanding of them. Nevertheless, the literary virtuoso, William Faulkner did not intentionally place these symbols as a means to convey his message in a latent manner. In lieu of doing so, he straight-forwardly wrote a simple ghost-story containing inevitable symbols. As a matter of fact, we may ask ourselves: to what extent is the conscious use of symbolism in literature in order to convey message, efficient and effective?

We are exposed to various dangers of the known and unknown kind in this physical world we live in. As such, we are always on the lookout for warning and danger signals regarding problems we may encounter. Our protection from these dangers come in the form of laws, law enforcers, and guidelines that help provide us with a semblance of security and protection. We are protected from unnecessary influences of the mass media by censorship rules designed to temper and minimize the effects of violence, pornography, and other strong yet bad influences on our being. We do not have those safety nets in place, although it is really a necessary precaution, when we use the Internet. This is why I am in favor or Internet filtering in schools and all public libraries. My parents and I are well informed about the dangers posed by unsupervised Internet usage. That is why my parents installed an Internet filtering system in our computer at home. They love me dearly and do not want any harm to come my way nor do they want me to be exposed to anything that could pose a potential danger to my person. But, they cannot spend all their time watching me as I use the Internet for my various activities from day to day. They also do not expect themselves or me to know which disguised websites would be detrimental to myself since all the Internet sites are designed to entice unknowing visitors into their sites. This is why they installed the Internet filter. To act as a back up guide in order for me to informed decisions about which websites will be good to visit and those not fit for people of my age. As such, they put blind faith and trust into the school system hoping that the system also does their part in protecting me from these potential dangers. The school accomplishes this task by installing Internet Filtering programs in the library computers. These programs are designed to aid the school in making sure that student’s library Internet privileges are not abused, nor used for illegal activities such as online gambling and accessing porn sites. The Internet use remains indirectly supervised for the students and the school’s own protection. The Internet has become far more influential than the television in educating the children and allowing them to pursue their interests. It is a learning tool that can help develop a student’s interest and skills just as fast as the wrong Internet exposure can destroy that very same promising student. This is why Internet filtering should become a standard in all school and public library computers across the country.

Power of the Few Essay

The three articles to be tackled by this essay discuss the presence of a power elite, a term coined by author C. Wright Mills.   The articles talk about how the power elite emerged and existed, who comprises it, and evidence to prove why these people are, in fact, the few who hold power in America.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The first article is C. Wright Mills’ The Power Elite wherein he argues that the power of the elite is not derived from their individual attributes but from three societal institutions, specifically the economy, politics, and the military, where power is actually concentrated (332).   To support this argument, Mills points out that there are extraordinary men who are heads or are in command of major social structures and are in the position to make decisions that will have great consequences affecting society (332).     He goes on to point out that even if these men do not make decisions or act for their institutions, such is actually an influencing act in itself (332).   And who are these men who govern the three major institutions of society? They are â€Å"the wealthiest, most celebrated, most powerful†¦[with] resources of men, women, and money†¦and mass media focused on them† (336).     Mills then presents two points of view regarding the existence of powerful elite: those who do not believe that power elite exists and those who believe that it exists only because historical situations show that decisions are being made but the average and ordinary citizen did not make that decision (333).   However, Mills then argues that there are institutions that do in fact unite the decisions made and the historical events that show those decisions (334).   And even if one will argue that society is also ruled by religious, educational and familial institutions, Mills concedes that although these institutions are present and working in society, they are just but the means of the big three[1] to legitimize its power and decisions (334).   In fact, Mills argues that if the smaller institutions do not go about the path laid down by the big three, then the big three can always do something to change the structure of smaller institutions so as to fit their plans and decisions (334-335). In the end, Mills wraps up his article with the conclusion that there are those extraordinary men in the three biggest influential institutions in society that dictate its course and that although they are not solitary rulers (333), it is only through them that power â€Å"can be more or less continuous and important† (336).   And these men are so powerful that their wills are followed and realized even if others resist it (336).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The second article is Diversity in the Power Elite by Richard Zweigenhaft and G. William Domhoff, wherein the authors concluded that â€Å"power elite is more than a set of institutional leaders† (338).     The authors attack the view of C. Wright Mills that society is not pluralistic and that it is controlled only by a handful through a research on whether the three major institutional hierarchies have become diversified over the years since Mills’ theory.   And the answer is yes.   The authors’ research showed that the power elite have been diversified through the presence of more women and minorities (339). The research further shows that although there is diversity in the powerful, there are many things that have not changed.   For one, the core group of the elite is still predominantly Christian white males and many groups that contributed to diversification remain underrepresented (339).   Two, â€Å"high social origins continue to be a distinct advantage† and those who are able to penetrate the major institutions play the game according to the rules that have been followed since time immemorial (339). Lastly, the acceptance of diversity was only a result of   â€Å"pressure from activists and feminists† (339).   The article further discussed that although there was diversification in the power elite, the diversity only ends with the gender or race of the person.   In fact, diversity strengthened the power elite even more because it â€Å"held the same values and perspective as those who are already in power† (340).   In the end, diversification did not disprove the existence of the power elite, as enunciated by Mills, but only expanded its membership.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The last article is by Louis Desipio and Rodolfo O. De La Garza entitled Forever Seen as New: Latino Participation in American Elections wherein it proposes that the growing importance of the Latino electorate in American elections is a result, not of Latino mobilization, but of following an Anglo pattern where the more educated and economically advantaged are the ones who vote (346). The article presents the impediments to a more active Latino electorate: being young, less well-educated, low incomes, and not being American citizens (343, 344).     These impediments have been remedied somehow by the emergence of â€Å"new cadre Latino elites and new institutions† comprised of young and well-educated Latinos (345).   This new cadre exposes Latino issues which enable politicians to address them with more knowledge (345).   As a result, although development in Latino participation will be slow, the new cadre will prove to be influential as it is the voice of the Latino community.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   With the three articles read and analyzed side by side, the most and key concept is power elite.   Mills defines the power elite as the concentration of societal power and influence in a few.   It is often comprised of the highly educated and wealthy people who occupy high posts in either the economic, political or military institutions. The article of Zweigenhaft and Domhoff   proves that although there is a move to further diversify the power elite, there is still only a handful who dictate the course of society as the newcomers hardly have proposed major changes, and in fact settle for playing the game the way the power elite has played it ever since.   The article of Desipio and De La Garza is not any different since it discusses the concentration of Latino electoral participation in the young and well-educated.   At the end of the day, Mills’ concept has expanded but not altered in any way.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   With the three readings main theme of power in the few, I was awakened to the possibility that there really might be just a few people who are running our country through the economy, politics, and the military.     I realized that family, education and religion are not even major powerhouses but do play some role in putting the power elite in their positions.   Those who are wealthy and had the opportunity to graduate from ivy-league and other elite schools are perceived as the people who know a lot and could probably make the right decisions for the country. As a result of this thinking, they are placed in positions that take the correct actions for their institutions.   But I cannot entirely concede that that diversification has not changed anything in the power elite and that the newcomers have not changed anything in society.   Gender and racial issues are core agenda in society today although it must be noted that minorities are still that: minorities.   It is still the rich, the smart and the popular who are in a state of power and influence.   How else can you justify Arnold Schwarchenegger   winning the gubernatorial seat? Climate Change Impact On Agriculture In Pakistan Climate change is a phenomenon that arises due to emissions of greenhouse gases from fuel combustion, deforestation, urbanization and industrialization, resulting variations in solar energy, temperature and precipitation. (Upreti, 1999). It is a real threat to life which largely affects water resources, agriculture, coastal regions, freshwater habitats, vegetation, forests, snow cover, and geological processes such as melting, land sliding, desertification and floods all of which have long-term affects on food security and human health. (G.Malla.2008). Climate change is a global issue; debated on at all fronts whether its political, economic or scientific. Climate must be prevented from further damage. Before the end arrives, there is a need on all levels of society to understand climate, the factors behind change and its impact on our agriculture and economy. It is a well known fact that agriculture is the backbone of Pakistan. Agriculture and agri-related activities form 80% of the countrys economy. Agriculture is comparatively more sensitive to changes in climate, and can be impacted severely due to events such as untimely rainfalls, extreme temperatures and carbondioxide concentrations. A need arises to closely observe the environment and take up necessary measures for tackling these challenges. This research work is an attempt to address the issues and problems faced by Pakistans agricultural sector and find the necessary solutions. 2. STATEMENT OF THE PROBLEM: Pakistans economy and prosperity is closely linked to its agriculture. Pakistans economic activities relate directly or indirectly to agricultural sector. Agricultural sector is dependent on nature. The uncertain changes in nature i.e. changing in precipitation pattern, extremely high and low temperatures, cyclones, thunderstorms, variation in water level, impurification of air, water and soil, have made agriculture and agri-production a challenging issue. Unusual heavy rain storms in 2010, which resulted in floods and distortion of agriculture and property, are an example of climate change. The loss to the economy and the people sufferings are still remembered and unforgettable. It is the need of the day to carefully observe climate change, the causes of extreme weather events and find the necessary solutions to the problems. Issues regarding susceptibility to extreme climate conditions should be addressed with seriousness to save Pakistans agricultural sector and consequently the national economy. This research study is an attempt in addressing and ultimately solving the problems faced by Pakistans agriculture sector due to uncertain climate revolutionization. 3. OBJECTIVES: Considering the importance of agricultural sector for the economy and food requirements of Pakistan, there is a need for reliable estimates of major crop production under varied climate change provisions and circumstances. Although climate is an immeasurable fact that is affected by various factors i.e. Carbon dioxide concentration in atmosphere, temperature variations, precipitation rates, water level, soil erosion, salinity etc. The factors that are directly effecting crop production are temperature and precipitation rates. This research study will analyze crop production with temperature and precipitation rates. The core purposes of this research study will be as under; 1. To observe the trend of climate change from the last three decades i.e. from 1980 to 2010; 2. To analyze temperature and rainfall, as the key factors effecting agricultural production, with the major cash crops and food crops in Khyber Pakhtunkhawa; 3. To investigate the probable impacts of recent and predicted future climate change on different crops production; 4. To scrutinize different adaptive strategies in coping with the catastrophic conditions of environment and improving the total crops yield; 4. SIGNIFICANCE: Pakistan is an agricultural country; climate change impact on agricultural sector is a serious issue that demands immediate attention. This research study mainly focuses on the impact of climate change on agricultural sector of Pakistan such as untimely rainfalls and temperature variations that ultimately results in either prolonged droughts, unalarmed floods, increase in soil erosions and decrease in land productivity, which ultimately results in the migrations and desertification. The countrys socio-economic setup suffers the most that leads to a weak nation. The most recent impact of climate change was seen in July 2010, when floods destroyed thousands of villages all over Pakistan. The greatest hit among them was Khyber Pakhtunkhawa (KPK). The core purpose of this research study is to analyze the temperature and precipitation effects on agricultural produce in Khyber Pakhtunkhawa. Major crops will be taken up in this regard, to analyze them in relation with temperature and precipitation from 1980 to 2010. Predictions of temperature and precipitation will help us adapt in the future with extreme cropping and harvesting seasons. Prevention can be done before disaster strikes to safeguard the interest of a poor farmer. 5. RESEARCH QUESTIONS: This research study will strive towards finding answers to the following questions; 1. Is there any potential damage caused by climate change to Pakistans economy as a whole and agriculture sector in particular? 2. What are the impacts of 2010 floods on the production of major crops in Khyber Pakhtunkhawa? 3. Are there any adaptative strategies to climate change that can help rural communities strengthen their capacity to cope with disasters? 4. What should be the future land-management skills of farmers to climate change? 5. What measures should be taken in the future to diversify the livelihood of the poor farmers? 6. METHODOLOGY: The methodology to be adopted for this study will be as under; Major factors effecting climate change on agricultural sector are temperature and precipitation rates. According to the plant physiology literature, plant development is a linear positive function of temperature, within a range of temperature between minimum and maximum thresholds (Ritchie and Smith, 1991). Keeping this in mind, the econometric model used for analyzing the climate impact on agricultural sector will employ both maximum and minimum temperatures, which are positively related to crops yield. Moreover, precipitation rates effecting crops yields will be captured by the relevant econometric and mathematical equations. The data regarding the temperature and precipitation variables will be obtained from Pakistan Metrological Department. The data for the total yield of various crops in Khyber Pakhtunkhwa (KPK) will be attained from the Pakistan Federal Bureau of Statistics. Climate change trend will also be observed by engaging different econometric and statistical techniques and procedures. The econometric model used in the research study will be analyzed with the help of econometric software; SPSS or SAS. The detailed analysis of the econometric models will be explained and conclusions will be drawn from it. The socioeconomic impacts on people as well as on the development of country will also be addressed. Future recommendations as well as the adaptive strategies for copping with extreme environment conditions will also be given. 7. PROVISIONAL CHAPTER STRUCTURE: The proposed chapter structure of the study will be as under; CHAPTER I; Agriculture sector and its importance to the economy of Pakistan. CHAPTER II; Climate change and its impact on Pakistan agricultural sector. CHAPTER III; Agricultural production in Khyber Pakhtunkhawa as affected by the change in climatic conditions; Review of the major crops over the last three decades. CHAPTER IV; Analysis and investigation of the major crops of Khyber Pakhtunkhawa with climate change factors, using Econometric techniques. CHAPTER V; Concluding the study; various adaptability and compatibility strategies in relation to climate change will be discussed. 8. LITERATURE REVIEW: Agriculture is extremely vulnerable to climate change. Higher temperatures ultimately reduce yields of desirable crops while encouraging weed and pest production. Changes in precipitation patterns elevate the short-run crop malfunction and declines long-run productions . Although there will be an increase in some crops production in some regions of the world, the overall impacts of climate change on agriculture are expected to be negative, intimidating global food security. International Food Policy Research Institute (2009) conducted a study that concentrates on various agricultural sector issues in Asia and the Pacific. It presents indicators of exposure, sensitivity, and adaptive capacity of agriculture sector in the region. Those indicators underline the vulnerability of the agriculture sector as a source of livelihood and food security for many people. This study also represents vast heterogeneity in farming systems across Central, East, Southeast, and South Asia and the Pacific Islands. It also highlights many other aspects of vulnerability to climate change across the region that includes undernourishment, poverty and slow productivity., all of which are aggravated by the effects of climate change. Neil Leary and Jyoti Kulkarni, (2007), work is based on a combination of case studies from different regions of the world. These studies have debated climate vulnerability to impacts from climate variation and change. The potential outcomes from exposure to climate hazards and climate change are identified as high-level concern in these studies.. It includes water scarcity that retards progress towards development goals, losses of entire ecosystems and their species, more frequent and greater loss of life in coastal zones, land degradation, food insecurity and famine, loss of livelihoods and increase in infectious disease epidemics. All of these are possible outcomes of exposure to climate hazards. It is a source of greater information as it has addressed climate change impacts on all fronts of life whether it is social, economic or political. Santiago Olmos (2001) provides an outline of adaptation issues, subject to climate vulnerability literature and climate discussions. This paper covers assessments of climate vulnerability in various regions of the world and developing countries in particular. The paper also discusses some of the existing resources that can be used to conduct climate vulnerability assessments and adaptation work. The current research work is unique in the sense that it will point out the impacts of climate change on the agricultural sector of Pakistan. More specifically, major areas of concern will be the climate impact on crops yields in Khyber Pakhtunkhawa over the last three decades. The direct and indirect social and economic impacts of climate change will also be analyzed in this study. Analysis of Canadas Healthcare System INTRODUCTION Canada is a developed country located in the northern part of North America. In 1867, it became a self-governing state while retaining its tie with the British crown. When it comes to economic and technology, Canada is developing in parallel to its neighbour to the south, which is the United State of America. It is a member of the Commonwealth of Nations, with a democratic constitutional monarchy as their form of government. In the past years, Canada’s politics faces the challenges of reaching the population’s demands for quality improvement in education, social services, economic competitiveness and health care. The health care system in Canada is funded publicly and delivered on a provincial or territorial basis, within a guidelines set by the federal government (Canadian Health Care, 2007). Every Canadian citizens are provided with preventative services and medical treatments from general practitioners at the same time having access to hospitalisation, dental surgery and other medical services. However, in the past few years Canada’s Healthcare System is facing controversy because of it’s soaring costs. INCREASING COST OF UNIVERSAL HEALTH CARE IN CANADA According to a latest study (Esmail N., Palacios M., 2013), conducted by the Fraser Institute with the title â€Å"The Price of Public Health Care Insurance: 2013 Edition†, the average Canadian household now pays approximately $7,860 in taxes for health care insurance., which is 53.3% higher than of in 2003. Over the past decade the cost of healthcare in Canada doubled and is believe to exceed the $200 billion budget mark. Canada’s health care costs continue to grow at a faster rate than the government’s revenue, largely driven by spending on prescription drugs. In the last five years, however, growth rates in pharmaceutical spending have been matched by hospital spending and overtaken by physician spending, mainly due to increased provider remuneration (Marchildon G., 2013). In addition, this trend is also caused by what the health system spends on doctors, which rose by an average of 6.8 % every year. Of that value, 3.6% was caused by the increase in physician’s fees. Other driving factors for the increase in healthcare costs are population growth, aging population and increased health care demand. Consequently, this rise in Canada’s universal health care costs is said to be the reason why the government has limited ability to provide other services such as education, transportation and pension benefits. Increased health care costs will results into higher labor costs, which might cause companies to hire lesser workers, produce less output, or raise their prices. The high expenditure for health causes the budget for other government programs and priorities be restricted. EFFECT ON CANADA’S ECONOMY The abrupt rise in health care costs and insurance can affect several parts of the economy. The rise in health care costs can cause job growth to slow down because it costs companies more money to add new employees. Wage increases have also slowed for current employees, since companies must spend more money on health care premiums. The public sector includes the federal, state and municipal governments. The public sector is dealing with costs rising more than revenues. This places a high degree of examination on discretionary health care spending. Companies are faced with rising health care spending often cut other expenses, such as reducing health care benefits, requiring employees to pay a larger share of their health care benefits, or reducing wage increases. Furthermore, increasing health care costs can cause Canada’s goods and services to be less competitive in the international markets. If all other factors remain constant, the increasing health care costs will most likely be reflected in final product costs and depending on how rapidly costs rise in other countries; this may result in more expensive goods and services. IMPACT ON NATIONAL AND INTERNATIONAL HEALTH CARE POLICY The soaring cost of healthcare is a burden to a country in so many ways. For the community, this increase means that there is less money in their savings and triggering hard choices in balancing food, rent and needed care. For small companies, it will make it harder for them to add new employees, more difficult to maintain coverage for retiree and makes them not competitive globally. The effect of it in the local government is it will lead to higher medicare cost thus reducing funding on other priorities such as infrastructure, public safety and education. The government’s activities to lessen the burden of high health care cost includes funding and facilitating data gathering and research to regulating prescription drugs and public health while continuing to support the national dimensions of medicare through large funding transfers to the provinces and territories. The governments collaborate through conferences, councils and working groups comprised of ministers and deputy ministers of health. Nongovernmental organizations at both federal and provincial levels influence policy direction and the management of public health care in Canada. One of the policy is that only physicians are legally allowed to prescribe a full range of pharmaceutical therapies. However, in recent years, a number of provincial governments have changed their laws and regulations in order to permit some providers, including nurse practitioners, pharmacists and dentists, to have limited authority to prescribe pharmaceutical therapies within their respective scopes of practice. Policy makers should develop funding strategies that will contain the cost of delivering health care and providing economic stimulus to increase provincial and territorial revenues or income, while maintaining the delivery of quality healthcare services to all Canadians. POLICY INTERVENTION SOLUTIONS EDUCATION AND TRAINING In addressing the issue of expensive cost of healthcare, one of the possible solution is the population-wide health education about prevention and any other relevant information about health. The government can launch self-care programmes that would lessen the demand for consultation and hospitalisation. Self -care programmes includes the â€Å"patient as the expert† approach, home self-monitoring techniques and the use of latest gadgets and technology such as mobile phones, computers and telemedicines. In general, these self-care programmes trains and empowers the people to be involved in their own care and be able to manage their own condition. It also includes interventions that imparts knowledge and skills to the people to participate in decision making, to monitor and control the disease and the change in behaviour thus decreasing the chance of seeking expensive medical services. TAX BENEFITS AND PAYMENT TO CAREGIVER In Canada’s Economic Action Plan (CEAC, nd), the government is committed to recognised the sacrifies that many citizens exerts to take care of their children, spouses, parents and other family members with health issue. In support of this objective, Budget 2011 introduced a new Family Caregiver Tax Credit to provide tax relief to those who care for an infirm dependent relative .This initiative provides tax relief to those who care for an infirm dependent relative, including, for the first time, spouses, common-law partners and minor children. Same with direct payments from government, such as agriculture subsidies or social security benefits, tax benefits and payment are given directly to the citizen in exchange of accomplishing a desired behavior. As a result, tax credits permit individual discretion on spending rather than the government dictating spending priorities for each person. The availability of tax credits is probably most beneficial to people with lower incomes,because low income families often cannot give up a salary to provide full-time care, nor do their jobs offer flexibility that would allow them to mix caretaking and working. A tax credit for individuals is a simple concentration of funds from the whole economy onto a specific population segment, assuming the tax credit is paid for with general revenues. In this manner the government’s expenditure on universal healthcare is somewhat reduced. In addition to that, there is a lesser need for aged care facility, disability care or hospital care since caregiver can perform home care. RESPITE CARE Caring for a disabled or old family member can be challenging, potentially impacting caregivers’ health, mental health, work, social relationships, and quality of life. To alleviate caregiver stress, enable caregivers to better cope with the demands of caring for a loved one, and improve caregiver and care recipient outcomes, many interventions have been developed. A short-term break for people and their carer/support person is called Respite Support. This short-term break is usually done away from home and overnight. Respite services are equipped to meet the needs of a disabled person while away from home and their usual support, and aim to create a positive experience for the person. Carer Support enables a usual caregiver to take a break from supporting a person by providing an alternative carer. Moreover, respite care is a vital part of the overall support that families need to keep their family members with a disability or chronic illness at home. Respite care is temporary care to persons with disabilities or special health care needs, including individuals at risk of abuse or neglect, or in crisis situations. Respite care can be an effective cost-saving measure that Canada’s government can venture more. In US, there is an estimated 50 million family caregivers nationwide that provide at least $375 billion in uncompensated services —an amount almost as high as Medicare spending and more than total spending for Medicaid, including both federal and state contributions and both medical and long-term care ($311 billion in 2005) (Gibson and Hauser, 2008). BUSINESS REGULATIONS COMBINING WORK AND CAREGIVING Caregiver can be defined as a person or individual who provides care or assistance to a member of the family in their home or the care recipient’s home who has a mental or physical disability, is chronically ill, old or who is on a palliative care. Caregiving is a difficult task but family members tend to naturally take care of their love ones and resort to medical institutions when the burden is too much. These caregivers might find it hard to balance their work and their family obligation. The government can addressed this issue by mandating businesses to allow employees to take medical leave to take care of a disabled or sick relatives. After the medical leave, the employee should be restored of the original job or to an equivalent job. By doing this business regulations, there is less demand for health services, nursing homes, disability services thus helping the government saved the cost for healthcare. All Canadians residents are eligible to health care irrespective of income and health. However, like any benefit, there are a few exceptions that are governed in the policies of the provincial or federal governments. Although this system benefits Canadians immensely, there are still some people debating that by privatizing health care, better health care services would be available. However, another aspect of this is that the premium health care services would be only be affordable by the wealthy. The Canada Health Act was passed in 1984 by the parliament. This act established its principles on 5 main criteria: 1. Accessibility: all insured Canadians should have reasonable access to all health care services, as well as all health care providers must be equally compensated for the services provided. 2. Portability: any insured Canadian that moves to a different province is permitted to health care coverage for a territorial determined waiting period. 3. Universality: all Canadians insured by the Canada Health Act are eligible to equal levels of health care. 4. Public administration: all of the administration of health services needs to be done on a non-profit basis by a public authority. 5. Comprehensiveness: all health care services determined by the provinces require to be insured. The province and territories manage and provide the required health insurance to all its residents. In order to be eligible for health care benefits, the residents need to apply for a provincial health card. Once, the health card is issued, the individual is eligible to receive free health care for all necessary health services as listed by the province they reside in. There is a maximum waiting period of 3 months in being able to receive health care, for new residents. Some provinces provide additional health care services in addition to what is listed in the Canadian Health Care Act; however they are not required to provide any additional services than what is stated in the Act. For any additional health care service, like dental or optometry, people usually get private insurance, or employers give additional insurance to their employees. Health care funding is provided by both provincial and federal taxation from both individual and corporate income taxes. Additional financing is also obtained from sales taxes and proceeds from the lottery. Additional funds are delivered to the provinces by the federal government through the Canadian Health and Social Transfer. The funds are paid by cash contributions and tax transfer and to the provinces. The Canadian Health and Social Transfer is a transfer of funds from the federal government to the provinces for post-secondary education, health care, and social assistance. The provincial governments are not required to show the use of the transfer income; therefore the percentage used for health care is unknown. Although provinces may choose to spend this transfer as they choose, they have to follow the Canadian Health Act and they cannot impose any residency restrictions for the social assistance.   If these two conditions are not met the cash transfer to the provinces can be reduced. The Canadian Health and Social Transfer is distributed to the provinces at an equal per capita entitlement, but the cash transfer, which is dependent on the conditions set by the federal government, will vary across provinces. In order to receive an equal average of entitlements, provinces that have higher earnings will get more tax transfers, whereas the other provinces will receive more cash transfers. Critics of the health care system state that there should be a record of the federal governments contribution towards health care. Recommended solutions to this are to either separate the Canadian Health and Social Transfer into three separate parts, showing amounts for health, post-secondary education and social assistance or to separate the health care portion from the latter two portions. Since 1984, there have been numerous changes to the Canada Health Act, and it will continue to evolve as the requirements of the society change along with the advancements in the world of medicine. The Messiah Essay -- Musicians Handel The Messiah Essays

The Messiah Handel’s classic piece, The Messiah is undoubtedly the best selection as our classes choice for the time capsule. It has all the workings of a true musical masterpiece and a beautiful message that all should know. Our song should be chosen as a piece that has lived, will live on, and does justice to music. That is The Messiah. Many of you (including myself) didn’t quite realize who Handel was, let alone know his oratorio The Messiah. Once Joel began to play it in class, the common phrase shifted from, "What?", to, "Oh, the hallelujah song." It is a piece that nearly anyone, of any generation, knows at least by its famous chorus, Hallelujah. That is a lot to say for one song. How many of your parents actually know anything about the music you listen to? Most of the music of today just kind of fades in and then back out, which is just not the case with The Messiah. For more than 250 years, this great and most popular of oratorios has survived and endured numerous revisions and reorchestrations in performances ranging from "cast of thousands" to today's emphasis on "authentic" performances, a practice employing period instruments and small all-male choral ensembles(Wilson). When Christmas season roles around, everyone can count on hearing Handel’s own personal favorite The Messiah. This is the kind of song we need, something that links us through common knowledge and feeling, past and present. Handel combines the sheer grandeur and power of his German roots with the color of his Italian experience, joining this with the unique flavor of the English language(Alexander). His music can thus be powerful, it can be colorful and lively(like the wonderful "For unto us a child is born" chorus), or it can be stirri... ...apacity for self-renewal. We become aware that it bestows on us the special gift of aesthetic and spiritual grace. There is not one portion of this song that should make us disregard it. Think of your favorite song. Now think of what time span it has touched or will touch. Okay, think of its actually artistic quality. Lastly, think of what message, what feeling it’s trying to convey. I doubt it it compares in all aspects to the Messiah. I think you’ll agree this is the song that deserves the spot in the UTD time capsule.
